Two valid patterns

Use create-then-seat for explicit billing control. Use create-with-product-keys for streamlined team onboarding when the process owner accepts the billing impact.

Create identity with name, email, password or invitation, and role.
Decide whether product access is assigned now or later.
Assign seats or product keys based on your billing process.
Verify that the user can see the expected product area after login.

Keep billing ownership clear

If finance or an owner controls subscription costs, use explicit seat pages for product access changes.
