Control items are the practical checkpoints users select before completing an inspection form.

Current control items should use category, title, description, form_id, active state, and sort order. Description replaces old scope-style metadata.

  • Title should be short and recognizable.
  • Description should explain what must be checked.
  • Attached form controls how answers and evidence are collected.
  • Sort order should match the natural inspection sequence.
  • Block inspection start when a control item has no valid published form.
No form, no inspection

A control item can exist without a form, but users should not start an inspection until a valid shared form is attached.
